If this is a symptom of Centralized sleep apnea, what underlying disease could it be?

There is no such thing as “centralized sleep apnea” central apneas are a type of apnea that is typically seen in someone with a neurological disorder or on certain types of drugs. This is different than Obstructive sleep apneas which is anatomy related usually (large neck, tonsils, small airway) or caused by obesity. The difficulty swallowing, body weakness or numbness or voice changes would not be related to sleep apnea in any way. Maybe if you give more info the answer could be a little more specific.
